This Monthly Federal Contract Activity Report is a Historical Procurement Synopsis for the month of January 2020. This report titled “January 2020 Monthly Federal Contract Activity Report” is to shed some light on the Federal Government expenditures by looking at the total of contract action postings. This report looks at the How (Award IDV Type), What (NAICS and PSC), Where (State & Vendor City), When (Date Signed), To Whom (Vendor) and By Whom (Contracting Agency and Contracting Office) questions. This report uses the number of contract action postings and the Action Obligation value for January 2020 postings. I have taken data from two open source Federal Government Databases, the Federal Procurement Database System-Next Generation (FPDS-NG) and Contracting Opportunities at beta.sam.gov to provide this report. These two open source databases are structurally different in their field layout and search capabilities. Therefore, not all sections of this report will have both data types but all will have at least the FPDS-NG data.
In this Monthly Federal Contract Activity Report uses the total reported contract actions with a Signed Date range between 01/01/2020 to 1/31/2020 from a search that was conducted on February 3, 2020. Contract Actions are continually reported by the contracting entity and then posted to the FPDS-NG database. Therefore, the results/information in this report is as it appears within the FPDS-NG database as of February 3, 2020.
Activity Summary:
In January 2020, there was a total of 160,158 reported contract actions in FPDS-NG for a total value of $17,452,640,998.88 (as reported in the Action Obligation field). On an average value basis, this works out to $108,971.40 per contract action posted within January 2020. In comparison, December 2019 consisted of 137,856 reported contract actions for a total value of $10,978,722,627.27 with an average value of $79,639.06 per contract action. There was difference in total value of $6,473,918,371.61 for January 2020 as compared to December 2019. Subsequently, the average value, per contract action, was greater for January 2020 by $29,332.34 over December 2019. The average posting per day in January came to 5,166 (rounded to the nearest tenth) for an average value of $562,988,419.32 per day (includes weekends). The most active day was January 30, 2020 with 9,355 contract action posts for a value of $6,160,410,180.33.
Contract Opportunities, beta.sam.gov, posted a total of 20,649 procurement postings in January 2020 for all opportunity types. This was an increase from December 2019 total of 17,693 by 2,956 postings. The average daily Contract Opportunities postings came to 666 (rounded to the nearest tenth) opportunities per day whereas December averaged 571 per day. The most active day was also January 30, 2020 with 1,606 postings.
Most Commonly Occurring Data points within the Month:
The following sections are the Top Ten most commonly occurring results of all contract action postings. The Top Ten lists are only a portion of total contract action postings within the FPDS-NG database. Looking at each section it appears that January 2020 was for Office Supplies and Tool related Federal Government procurements.
Award/ IDV Type (How?)
The Federal Government released the most contract actions using the Delivery Order (Task Order) Award/ IDV Type to procure January 2020 services/products. The total contract actions came to 65,571 for a value of $5,071,469,587.34 compared with December 2019 that posted 54,396 for a value of $4,521,608,856.68. January 2020 was more active than December 2019, in terms of total postings, with 11,175 more posted contract actions for a difference in value of $549,860,730.66. The second most commonly used type was the BPA Call Blanket Purchase Agreement type at 56,212 for a value of $587,380,484.04. Interestingly, this was also an increase of 47,496 posted contract actions but a decrease in value $743,051,243 for December 2019 postings. Another illustration of this difference is the average value per contract action which January 2020 average value was $77,343.18 compared to $83,123.92 average for December’s postings for an average difference of $5,780.74 per contract action.
Looking at the top two Award/ IDV Type consisted of the bulk of postings for the month. These two Award/IDV Types were the Federal Government’s preferred method of the to procure its services or products/goods in terms of total contract action postings but not by value. The combined total of actions came to 121,783 contract which comes to 76% of the total posted contract actions for a value of $5,658,850,071.38 which is also an increase over December 2019 value of $5,264,660,100.08. As for value, in January 2020, the bulk of the months total value goes to the DCA Definitive Contract Award/IDV Type. The DCA Definitive Contract Award/IDV Type value was $10,454,612,530.97 which comes to 59.9% of the total value. For comparison, in January the Delivery Order (Task Order) and BPA Call Blanket Purchase Agreement types consisted of 30.2% (47.9% in December) of the total value of $17,452,640,998.88 which constitutes 76% of all posted contract actions (160,159).
What is interesting on the total expenditures side is the DCA Definitive Contract Award/IDV Type. In the list it comes in 5th in terms of total posted contract actions at 5,833 (December total was 5,369) but has the highest value at $10,454,612,530.97 which is an increase of $5,858,218,492.48 over December 2019 total of $4,596,394,038.49. This comes to an average value of $1,792,321.70 per contract action to December’s average of $856,098.72. In contrast, the average value per contract action for the DO Delivery Order, the most reported contract posting type, comes to $77,343.17 in January 2020 whereas December 2019 average came to $83,123.92. The DCA Definitive Contract Award/IDV Type averaged $1,709,197.78 per contract action over the DO Delivery Order Award/IDV Type. This difference indicates there were high value contracts, perhaps service based over product-based procurements during the month.

As seen in the pie chart, the DO Delivery Order consisted of 41% (65,571) of all posted contract actions among all Award/IDV Type awards followed by the BPA Call Blanket Purchase Agreement came to 35% (56,212). In terms of the total contract action postings not by value, this indicate that the Federal Government continues to use existing contracts to purchase services or goods/supplies for the month of January 2020, not new procurements or individual orders, since the top two Award/IDV Types were the same as in December 2019. The highest and first individual and/or new purchases, as represented by Purchase Orders Award/IDV type, consisted of 13% (20,442) of all posted contract actions. Even if one adds this percentage (13%) with the Federal Supply Schedule percentage (4%) and DCA Definitive Contract percentage (4%), the total comes to 21% of the total monthly postings.
NAICS (What?)
For the month of January 2020, the most reported NAICS, as determined by the number of posted contract actions, was 453210 (Office Supplies and Stationary Stores) with 15,529 contract actions for a value of $6,705,827.55. This was an increase of 1,862 postings for $1,090,440.68 additional value over December 2019 where the Federal Government reported 13,667 for $5,615,386.87. However, as seen in the following Top Ten list, this doesn’t mean that the Government spent the most money on Office Supplies related contracts. Also, like December 2019, the largest expenditure in January 2020 belongs to the ninth most posted NAICS under 541519, Other Computer Related Services, for a total value of $473,274,337.74 (3,386 postings). For a comparison, December total value was $537,748,775.72 (3,046 postings). NAICS 541519 value consisted of 88.8% value of the Top Ten NAICS Code. Overall and in terms of total posted contract actions, The Top Ten NAICS Codes in the list accounted for 45.6% of all reported contract actions, slight down from December’s percentage of 44.7%.

As seen in the pie chart, the NAICS 453210 consisted of 21% of all posted contract actions within the Top Ten list followed by the NAICS 444130 at 20%. These two NAICS Codes combined accounted for 41% of all contract actions posted within the month of January 2020. Again, these NAICS Codes, in general, are product related purchases (Office Supplies and Tools). The generally recognized services based NAICS 541519 comes in at 5% of all posted contract actions for the month at 3,386 postings.
There was a total of 201 Contracting Opportunities (sam.gov) posted with the Top Ten NAICS within January which is a decrease of 17 postings over December (218 postings). As you see, the total FedBizOpps postings does not correlate with the FPDS-NG rankings. For example, the top NAICS Code 453210 had zero 2 Contract Opportunity postings (beta.sam.gov) in December while it accounted for the most contract action postings within the FPDS-NG database. The largest total amount of Contract Opportunity postings was NAICS 541519 at 126 (up from 120 from December) postings ended up ranking ninth in the FPDS-NG list.
With these two types, FPDS-NG and Contracting Opportunities, searches each bring a different result. The FPDS-NG database indicates that Office Supplies related procurements were most prevalent in terms of postings while the FedBizOpps postings point toward Computer related services type procurements.
PSC (What?)
PSC or Product Service Code is a broader classification system that the Federal Government uses in their Federal Procurement databases as compared with the NAICS Code. This can lead to a different Top Ten list to what was provided in the prior NAICS section. Taken individually, PSC Code 7510 was the largest code in terms of the total number of contract actions posted at 33,648 with a value of $7,982,619.37. This was an increase in total posted contract actions over December (29,110 postings for $15,739,795.78) by 4.535 postings but a decrease in total value by $7,757,176.41. For example, the first service-based codes in the PSC list are the 4th and 5th results whereas the service codes in the NAICS list are the 9th and 10th results. There can be similarities as well, taking the second most reported PSC Code was 5120 which is for Hand Tools, Nonedged, Nonpowered. This falls in line with NAICS 444130 (second most reported NAICS) which is for Hardware Stores. Although not a one to one match, the PSC type is similar in nature to NAICS 444130. The Top Ten PSC Codes in the list accounted for 56.3% of all posted contract actions, whereas December’s Top Ten PSC Code accounted for 55.5%.
Looking at the Top Ten list, PSC R499, is the largest by value at $600,068,653.15. This was an increase over December’s total of $555,883,202.26 by $44,185,450.89. PSC R499 is described as Support- Professional: Other which is a service classification type. With only 3,236 contract action postings the average value of the contract action postings come to $185,435.31 while the average value of the most posted PSC 7510 comes to $237.24. Supplies and Tools clearly dominated the Top Ten list for December with only 2 PSC Codes (R499 and R706) not being part of the Office Supplies and Tools related postings. PSC R499 and R706 combined value was $617,293,057.55 which is 69.8% of value of the Top Ten list’s total value.

January 2020 Top Ten list was dominated by two PSC Codes, 7510 and 5120 (see pie chart). These two codes combined for 70% of the contract actions from the PSC Codes within the Top Ten list, as referenced in the following pie chart. This was a decrease of 2% from December 2019 where the percentage came in at 72%. The first service-related PSC Code is R499 which accounts for 4% of all contract postings for the month but comes to the largest dollar value as seen in the listed Top Ten chart in this section.
Just as with the NAICS section, the total Contract Opportunities postings does not correlate with the FPDS-NG rankings. For example, the top PSC Code 7510 had 2 Contract Opportunity postings (beta.sam.gov) in December while it accounted for the most contract action postings within the FPDS-NG database. The largest total amount of Contract Opportunity postings was PSC 6515 at 212. This was a change from December where R499 had the largest amount of 135 Contract Opportunity postings.
State (Where?)
The Washington, DC region (DC, Maryland, and Virginia) continues to reign supreme in January 2020 with three out of 10 entries within the Top Ten list just as the region did in December 2010. Virginia had the most posted contract actions with 26,601 (23,789 in December) which was more than double Illinois that had the second most postings at 11,522 (9,977 in December). Taking the three Washington, DC Metro area States/localities the total posted contract actions was 42,977 (38,338 in December) which accounted for 38.9% (40.4% in December) of the contract actions within the Top Ten list. Taking this further, the three states combined for 26.8% of all posted contract actions in total. The Top Ten Vendor State list accounted for 68.9% (68.8% in December) of all reported contract actions.
On the value side, Virginia also accounted for the most expenditures during January with a value of $2,711,091,085.12 (December consisted of $2,659,290,835.32) which was 30.8% of all expenditures within the Top Ten List. This was an increase of $51,800,249.80 over December 2019. Taken nationally, Virginia again brought in 15.5% of all reported expenditures ($17,452,640,998.88). This was a decrease from December’s 24.2% of the total value of all posted contracts which was $10,978,722,627.27. Combined, the Washington Metro Area took in $5,488,023,251.1 worth of contract actions posted in January 2020 that represents 31.4% value of all contract actions postings. Percentage wise, this was a decrease of 6.7% from December’s Washington Metro Area value of $4,185,036,618.94. December’s contract action value represented 38.1% of all contract action posting activity.

For the contract actions within the pie chart, Virginia accounted for 24% of all contract actions posted within the Top Ten list entries, an decrease of 1% over December 2019 total of 25%. This was followed by Illinois with 11 % and Maryland was third with 10% of contract actions for the Top Ten entries (Illionois unchanged and Maryland with an increase of 1% over December). Washington, DC (the Nation’s Capital) came in at 5% of the contract postings which is a decrease of 1% from Decembers 6%. Combined the Washington, DC region as a whole accounted for 39% of all posted contract actions out of the Top Ten list (an decrease of 1% from December’s 40%).
Contract Opportunities, beta.sam.gov, postings in January 2020 matched the FPDS-NG activity with Virginia with the most Contract Opportunities postings (348). This was a decrease of 85 postings compared with December 2019’s total of 433. The second most Contract Opportunities postings was from California with 255 opportunities. In a change from December, New York replaced Maryland with the third most postings with 146 postings. Maryland fell down to fourth with 104 Contract Opportunities. To include the last part of the Washington, DC metro area was the District of Columbia at 38 postings which was the least of all entities within the Top Ten list. In total, the Washington Metro area consisted of 40.2% (490 postings) of Contracting Opportunities. Percentage wise, this was a decrease from December 2019 total which came in at 50.3%.
Vendor City (Where?)
Breaking down the location to a more specific area in this section. The Federal Government posted the greatest number of contract actions within Alexandria, Virginia with 16,379 postings for a total of $157,979,050.28 (December consisted of 14,097 for $100,319,783.65). Alexandria saw an increase of 2,282 contract actions that resulted in an increase in value of $57,659,266.63 over the previous month. Durham (NC) followed with 8,692 (an increase of 1,778 from 6,914 postings in December) for $65,360,909.20 (a $49,204,952.36 increase from $16,155,956.84). Just as in the Vendor State Section, the Washington, DC Metro area was well represented in the Top Ten List. The Vendor Cities that make up the Washington, DC Metro area are Alexandria (VA), Washington (DC) and Columbia (MD). Alexandria accounted for 10.2% of all contract actions posted in January (160,158) which matches the percentage from December’s total posted contract actions for the month and accounted for .9% of all expenditures for the month (also matches December 2019).
Taking a combined approach, the three Washington region vendor cities totaled 27,821 (up from 24,409 in December) contract actions for a total of $713,376,141.55 (an increase of $299,003,957.45 over Decembers total of $414,372,184.10). These three cities accounted for 88.4% of December expenditures for the Top Ten list entries. The Top Ten Vendor City in the list accounted for 39.8% of all reported contract actions and was 4% of total expenditures (December was 39.3% and 4.4% respectively).

The Top Ten pie chart lists that Alexandria contained 26% (unchanged from December 2019) of the contract action postings that made up the Top Ten list. Of these results, the pie chart indicates that three vendor cities make up over half (51%) of the contract action postings. These cities are Alexandria (26%), Durham (14%) and Lake Forest (11%). The seven other cities, starting with Washington, DC, made up the other 49% of postings within the Top Ten list. The range for these entries is 9% down to 5%.
Date Signed (When?)
This section contains all 30 days in order to view the trend of postings on each day within January 2020. As indicated, the most voluminous date was January 30, 2020 with 9,355 contract actions for $6,160,410,180.33 while the previous month’s busiest day was December 19, 2019 with 9,343 contract actions that totaled $929,166,009.89. January’s second busiest date was January 24, 2020 with 8,945 postings for a total of $437,594,777.97. January 30, 2020 in the list accounted for 5.8% of all reported contract actions for the month. The day’s posting value of $6,160,410,180.33 represents 35.2% of the total expenditures for the month. The contract action average value for those posted on January 30, 2020 comes to $658,515.25 per contract action. January 30 slants the average value for the month, the average value for the other days of the month comes to $74,880.67 where as the average for the entire month, including January 30, 2020, comes to $108,971.40. The spike in value activity is represented in the provided line graph in this report section.

Vendor (To Whom?)
The most activity in January 2020 went to the National Industries for the Blind with 15,605 which was an increase of 2,166 over the 13,439 total contract actions posted in December 2019. This number includes contract actions that add to as well as take away from the contract to which the posting is related. The total value of the 15,605 contract actions comes to $4,303,145.79, which is an increase over December 2019 value of $2,925,103.44 (difference of $1,378,042.35). The average value per contract action comes to $275.75 as compared to December’s total of $217.66. In terms of contract action posting activity, the National Industries for the Blind had over twice as much activity as the second-place company, W.W. Grainger, Inc. Despite the deference in postings W.W. Grainger brought in $11,410,184.24 in total ($12,315,334.91 in December). W.W. Grainger was awarded $7,107,038.45 more than the National Industries for the Blind in terms of value. W.W. Grainger average contract action value of $1,659 per contract action. This equates to W.W. Grainger average value is roughly 6 times more than National Industries for the Blind. The Top Ten Vendor Name list accounted for 35.3% (December was 34.2%) of the all posted contract actions for the month (160,158).

Within the Top Ten Vendor Names list, the National Industries for the Blind accounted for 27% of the contract action postings with W.W. Granger, Inc occupying the second largest slice with 12%. These two companies received 39% of all total contract actions within those from the Top Ten list as well as accounted for just under half of the Top Ten value at $15,713,330.03 out of $31,521,093.86. The other entrant’s activity within the Top Ten list ranged from 12% to 5% postings from the remaining companies.
Contracting Agency (By Whom?)
The total of all reported contract actions for the top ten Contracting Agencies came to $3,523,713,222.02, a decrease of $178,056,503.3 over December 2019’s total of $3,701,769,725.32 for the Agencies that make the Top Ten list. The Top Ten Contracting Agencies reporting contract actions totaled 135,423 out of the total of 137,856 reported contract actions for the month. December 2019 totals were 108,682 out of the total of 160,158 reported contract actions for the month. The 135,423 contract actions make up 84.5% of all reported contract actions. There is a total of 136 Contracting Agencies that posted contract actions in the month of January, therefore, the other 126 Contracting agencies account for 15.5% of all reported postings.
The Top Ten Contracting Agencies combined total value of $3,523,713,222.02 which accounts for 20.1% of all expenditures ($17,452,640,998.88). As previously stated, the Top Ten Contracting Agency list accounted for 84.5% of all reported contract actions. By looking at the two percentages, total posted contract actions and total expenditures, these information pieces do not match. One would think that with 84.5% of the total contact actions that the expenditure value percentage of 20.1% would be commensurate or closer to the 84.5%. The answer to this is the Contracting Agency itself, the Federal Acquisition Service (FAS). Being part of the General Service Administration, the FAS is responsible for procuring many types of products/services. The Federal Acquisition Service with 108,735 contract actions has been awarded 99,859 more contract actions than the second most awards under Veterans Affairs. With this difference combined with the FAS average contract action award value of $6,719.29 it seems that January was a heavy product purchasing month (making an assumption that service-related procurements would be of higher value). In comparison with the Federal Acquisition Service, the Department of Veterans Affairs average contract actions value came to $87,208.72. There was a $80,489.43 value difference in average value between the Department of Veterans Affairs and the Federal Acquisition Service.
Another outlier in the chart from the Federal Acquisition Service is the National Aeronautics and Space Administration (NASA). NASA had 2,559 posted contract actions but with the largest expenditure value of $985,272,717.91. This comes to an average contract action value of $385,022388.

Out of the Top Ten list, as indicated within the pie chart, the Federal Acquisition Service account for 80% of the total posted contract actions. The next largest was the Department of Veterans Affairs at 7% and the rest followed at 2% and 1% respectively. January 2020 continued to be a top-heavy month in terms of the total contract actions postings which also occurred in December 2019.
The Department of Veterans Affairs was the most active of the Top Ten Contracting Agencies with 1,594 Contracting Opportunities (sam.beta.gov) postings which was 336 more postings than the December 2019 total of 1,258. Just like December 2019, the United States Coast Guard was the third active Contracting Agency was the United States Coast Guard with 361 postings. The Federal Acquisition Service had a total of 55, an increase from 43, Contracting Agency postings.
Contracting Office (By Whom?)
The previous section provided information on the parent Agency to the following Contracting Office list. As seen in the prior section, the Federal Acquisition Service posted the most amount of contract actions. The following list shows 8 out of the 10 Contracting Offices belong to the Federal Acquisition Service with the last 2 results from the National Aeronautics and Space Administration and Department of State’s Acquisitions – AQM Momentum office (listed in order).
The combined total of FAS Offices postings came to 107,626, an increase from December’s total of 91,745, with a value of $196,732,464.93 up from December’s value of $73,247,045.16 (out of the Top Ten total value of $584,359,070.41) which comes to 33.6% of the Top Ten List. This means that the last two Contracting Offices, NASA Shared Services Center and Acquisitions – AQM Momentum (Department of State) received the 66.4%, a decrease from December which accounted for 82.4% of the Top Ten List. The monthly value of NASA’s and State’s Contracting Offices come to $387,626,605.48. Expanding this to a larger comparison, the Top Ten Contracting Office in the list accounted for 3.3% of all reported contract actions during January 2020 whereas December 2019 total percentage came to 3.8%.

The pie chart indicates that the GSA/FAS Admin Svcs Acquisition BR(2, New York, NY) accounted for 33% of all contract postings within the Top Ten list. The second largest slice at 23% belonged to the GSA/FAS SCIENTFC, TEMP SVCS, ADINT followed by GSA/FAS HEARTLAND ACQUISITION CENTER at 18%. These three offices were also the top three results in December 2019. Looking at the chart, the top two Contracting Offices released 56% of the months contract action postings. The next two offices released 32% and the rest combined for 12% of the monthly postings. The pie chart shows who was most active in terms of contract.

Now for the individual contracts that were released in January 2020. Just as with the other sections, the list is based off the total contract actions posted for the month, not by value. This makes Contract 75N92A20F00001, BPA Call number, the most posted contract with 39 contract action postings. 75N92A20F00002, BPA Call number comes in second with 31 postings and 75N92A20F00003 with 22. 75N92A20F00001, 75N92A20F00002, 75N92A20F00003 are all BPA Call numbers that are associated with multiple contract numbers and companies within the Hotels marketplace. Contracts 75R60220F34003, 75FCMC19F0001, 75N98020F00001 and 75N92A20F00004 are all out of the Department Health and Human Services Agencies. Although, these four contracts deal with different opportunity requirements, they show that the HHS was active when looking at the individual contract numbers that were the most active within January 2020.

In this report, I have decided to use the Action Obligation field for any value totals from the FPDS-NG database. Being different from the Base and All Options value field, the Action Obligation field is tied to the individual contract action posting whereas the Base and All Options value is the posted contract total. By using the Action Obligation value, this keeps the measurements congruent between the various sections of this report. When looking at the Base and All Options value within an individual FPDS-NG entry on FPDS-NG.gov, the value may be larger than the Action Obligation values posted within the contract actions. The difference in these values stem from the use of the two fields. First, as previously mentioned, the Base and All Options field is to report the total value of the contract not necessarily for the individual action value. Secondly, the Action Obligation may be listed as $0 which means the contract action doesn’t add to the overall value of the contract but is entered into the FPDS-NG for another reason or takes away value with a negative value entry. Thus, it is the latter that affects each section of this report.
The specific related Contract Opportunity postings provided in the various report sections where the information was available and where the search fields used the data in a similar method. The Contract Opportunities and FPDS-NG database, while having similar types of data, are two structurally different databases and searches that use the data in different manners.
